CCTV Pipeline Inspection Guide: What It Is, How It Works, and When You Need It

You can spend years and millions of dollars managing a sewer or stormwater system based on surface-level observations, complaint-driven maintenance, and educated guesses about underground conditions. What Is CCTV Pipeline Inspection?

CCTV pipeline inspection uses a self-propelled robotic camera system to travel the interior of a pipeline and transmit real-time high-definition video to a surface operator. The camera is deployed into the pipe through a manhole or cleanout access point and traverses the full inspection segment under operator control, providing a complete visual record of every foot of pipe.

Modern CCTV inspection cameras are sophisticated instruments. They provide 360-degree lateral scanning, optical zoom capability, pan-and-tilt functionality, and continuous GPS position tracking. Built-in distance measurement lets the operator record the precise distance to every defect. Some systems include laser profiling that generates quantitative measurements of pipe deformation, wall thickness loss, and joint offsets.

The surface operator — ideally a NASSCO-certified Pipeline Assessment Certification Program (PACP) technician — watches the live video feed, identifies defects, and enters observations in real time according to PACP coding standards. This standardized coding system ensures that inspection data is consistent, comparable, and usable for asset management and capital planning purposes.

What Defects Can CCTV Find?

A properly conducted CCTV inspection can identify virtually every type of structural and operational defect that affects underground pipe performance:

  • Structural defects: Cracks, fractures, pipe breaks, wall deformation, joint separations, offset joints, and pipe collapses that compromise structural integrity.
  • Root intrusions: Fine root masses and established root intrusions that reduce pipe flow area and can cause blockages. Root intrusions are among the most common defects in South Florida's mature neighborhoods.
  • Infiltration/Inflow: Points where groundwater is entering the pipe through cracks, joints, or pipe defects — a significant issue in South Florida's high water table environment that adds unnecessary volume to sanitary sewer systems.
  • Deposits and debris: Grease buildup, mineral scale, construction debris, and sediment deposits that reduce effective pipe diameter.
  • Pipe misalignment: Sagging, bellied, or misaligned sections where solids will accumulate and eventually cause blockages.
  • Service lateral connections: The condition and angle of lateral connections from private properties, which are common sources of infiltration and debris entry.

How to Read a CCTV Inspection Report

A standard CCTV inspection report delivered under NASSCO PACP standards includes several key components:

The video recording is the primary deliverable — a continuous HD video of the full inspection segment, typically delivered on USB drive or via digital download. Every defect identified in the report can be found at a specific time code in the video.

The inspection log records each defect observed, coded according to PACP standards. Each entry includes the defect type (using standardized PACP codes), the distance from the starting manhole, the clock position (where on the pipe circumference the defect appears), a severity score, and a brief description.

The condition score summarizes the overall condition of the inspected segment as an Operations and Maintenance (O&M) score and a structural score on a scale of 0–5, with 5 representing the most severe condition. These scores allow direct comparison across inspection segments and prioritization of maintenance and rehabilitation resources.

GPS-located defect maps plot each significant defect at its GPS-confirmed position, enabling field crews to locate defects precisely for repair without re-running the camera.

When to Schedule a CCTV Inspection

CCTV inspection is appropriate in several circumstances:

Prior to rehabilitation: Before any sewer rehabilitation project — CIPP lining, pipe bursting, slip lining — a pre-rehabilitation CCTV inspection is essential to document existing conditions, confirm rehabilitation design, and ensure contractors are not lining a pipe that has structural conditions incompatible with the proposed method.

Capacity assurance: When a sewer system segment is experiencing recurring overflows, backups, or excessive I/I, CCTV inspection identifies the structural and operational factors contributing to the problem.

Pre-construction condition surveys: On major construction projects near existing sewer infrastructure, CCTV inspection before construction begins documents existing conditions and protects the property owner from post-construction claims.

Asset management programs: Proactive CCTV inspection programs — systematically inspecting sewer segments on a scheduled cycle — provide the condition data needed for defensible capital improvement planning and level-of-service benchmarking.

Post-construction acceptance: New sewer installations should be inspected by CCTV before acceptance to confirm correct installation, identify construction defects, and provide a baseline condition record for the life of the pipe.
